The process of syncing Outlook with LibCal will change in the near future. For now, please sync with this method. 

Note: as of right now, you can also sync your Outlook calendar with your LibCal appointment availability. Navigate to your Appointments and then to "Integrations".

Scroll down to "Password Authentication Outlook/Exchange Settings".

Server/Host: outlook.office365.com
Username: your ad.ucla email
Password: ad password
Add bookings to email: your library email address
Check "Yes" to block out unavailable times in LibCal from your Outlook Calendar.

Hit "Save"!

Your Outlook calendar and LibCal are now synced!
